How contributions are calculated

How PhilHealth contributions are calculated

Your monthly PhilHealth contribution is calculated as 5% of your monthly basic salary, with a minimum income floor of ₱10,000 and a maximum ceiling of ₱100,000. If you earn below the floor, your contribution is based on the floor. If you earn above the ceiling, your contribution is capped at the ceiling amount.

Income floor: ₱10,000

The income floor is the minimum monthly income used for contribution calculation. Even if you earn less than ₱10,000 per month, your contribution will still be calculated as if you earn ₱10,000. This ensures a minimum contribution of ₱500 per month.

Income ceiling: ₱100,000

The income ceiling is the maximum monthly income used for contribution calculation. If you earn more than ₱100,000 per month, your contribution is capped at ₱5,000 per month. Any income above the ceiling is not subject to additional PhilHealth contributions.

Employee vs Employer contributions

For employed members, the total 5% contribution is split equally between the employee and employer — each pays 2.5% of the applicable income. For example, if your applicable income is ₱25,000, the total contribution is ₱1,250: you pay ₱625 and your employer pays ₱625.

Voluntary and Self-Employed contributions

Self-employed, voluntary, and OFW members pay the full 5% contribution themselves. There is no employer share. You declare your monthly income when registering or updating your PMRF, and your contribution is calculated based on that declared amount (subject to the floor and ceiling).

OFW contributions

Overseas Filipino Workers follow the same 5% rate based on declared income, with the same ₱10,000 floor and ₱100,000 ceiling. OFWs pay the full amount themselves. Payment methods differ — land-based OFWs may pay through overseas collecting agents, while sea-based OFWs pay through their manning agency.

Contribution tips

How to avoid contribution mistakes

Always declare your actual monthly income when registering or updating your PMRF. Under-declaring may result in lower contributions but could affect benefit claims. Use this calculator to understand what your contribution should be, then verify it matches what is being deducted or what you are paying.

When do contribution rates change?

PhilHealth contribution rates are set by law (RA 11223 — Universal Health Care Act). The rate increased gradually from 2.75% in 2019 to 5% in 2024-2025 and is now fixed at 5% for 2026. Any future changes will be announced through official PhilHealth circulars.

Importance of paying on time

For self-employed, voluntary, and OFW members, contributions are typically due monthly. Late or missed payments can result in coverage gaps. If you miss payments, you may need to pay arrears before PhilHealth benefits can be availed. Set a monthly reminder to pay before the due date.

Questions & answers

Contribution calculator FAQs

How is my PhilHealth contribution calculated?
Your monthly PhilHealth contribution is calculated as 5% of your monthly basic salary, subject to an income floor of ₱10,000 and a ceiling of ₱100,000. The applicable income is your actual salary, but not less than the floor and not more than the ceiling. For employed members, the total is split equally between employee and employer.
Is this contribution calculator official?
No. This is an independent educational tool provided by PhilHealth-Portal.ph. It estimates your contribution based on the latest published PhilHealth rates. For official contribution computations, always refer to philhealth.gov.ph or your official PhilHealth billing statement.
What contribution rate does this calculator use?
This calculator uses the 2026 rate of 5% as mandated by the Universal Health Care Act (RA 11223). The rate applies uniformly across all direct contributor categories — employed, self-employed, voluntary, and OFW.
Does the calculator include the employer share?
Yes. When you select "Employed" as your membership type, the calculator shows both the employee share (50% of total) and the employer share (50% of total). For self-employed, voluntary, and OFW members, the full amount is shown as there is no employer share.
Can voluntary members use this calculator?
Yes. Select "Voluntary Member" as your membership type. The calculator will show the full 5% contribution you need to pay based on your declared monthly income. There is no employer share for voluntary members.
How accurate is the contribution estimate?
The estimate is based on the latest published PhilHealth rate, floor, and ceiling for 2026. Actual contributions may vary if your employer uses a different salary base, if you have contribution arrears, or if PhilHealth issues new circulars updating the rates.
What happens if my income is below the floor of ₱10,000?
If your monthly income is below ₱10,000, your contribution is still calculated as if you earn ₱10,000. This means the minimum monthly contribution is ₱500 (5% × ₱10,000).
What if my income exceeds the ceiling of ₱100,000?
If your monthly income exceeds ₱100,000, your contribution is capped at ₱5,000 per month. Income above the ceiling is not subject to additional PhilHealth contributions.
Can OFWs use this calculator?
Yes. Select "OFW" as your membership type. OFWs follow the same 5% rate and floor/ceiling as domestic members. Note that OFW payment methods and schedules may differ from local members.
How often do PhilHealth contribution rates change?
Under RA 11223, the contribution rate increased gradually from 2.75% in 2019 to 5% by 2024-2025. The rate is now fixed at 5% for 2026. Any future changes require new legislation or PhilHealth Board resolutions.
Where can I verify my actual PhilHealth contribution?
You can verify your posted contributions by logging in to the PhilHealth Member Portal at philhealth.gov.ph, generating a Statement of Premium Account (SPA), or visiting any PhilHealth branch. Your employer can also provide contribution records through the EPRS.
What is the difference between the contribution table and this calculator?
The contribution table shows pre-computed contribution amounts for common salary brackets. This calculator lets you enter any exact income amount and see your specific contribution, including the breakdown between employee and employer shares where applicable.
Does PhilHealth accept partial payments?
PhilHealth generally requires full payment of the computed contribution. If you are unable to pay the full amount, contact PhilHealth directly to discuss your options. Partial payments may not be credited properly and could result in coverage gaps.
Can I use this calculator for employer remittance planning?
Yes. Select "Employer" as the membership type to see the employer share per employee. Multiply by the number of employees to estimate total monthly remittance. For official ER2 forms and EPRS submissions, use the official PhilHealth employer portal.
Is the contribution tax-deductible?
PhilHealth contributions are generally considered part of mandatory government contributions (along with SSS and Pag-IBIG) and may be deductible for income tax purposes under Philippine tax laws. Consult a tax professional for your specific situation.
